After working at university and at the Belgian Data Protection Authority as its secretary, Marie-Hélène Boulanger joined the European Commission. Between 2009 and 2014, she headed the unit in charge of the reform of the European data protection rules. Since 2014, she has headed the unit responsible for European citizenship and free movement of persons. She is responsible among others for policy and legislative proposals on EU citizenship and to strengthen our democracies, such as greater transparency in political advertising and the Recommendation on SLAPPs. She has been acting and deputy Director on citizenship and equality and acting Director on Rule of Law, Democracy and Fundamental Rights

Dr. Helena Dalli is the first EU Commissioner for Equality since December 2019. Her role is to deliver on the Union of Equality chapter within the Political Guidelines of President von der Leyen, by strengthening Europe’s commitment to equality and inclusion in all of its senses.
Prior to taking her role as Commissioner, Dalli held various political roles in Malta including Member of Parliament (1996 to 2019), Minister for European Affairs and Equality (2017 to 2019), and Minister for Social Dialogue, Consumer Affairs and Civil Liberties (2013-2017). She was also opposition Shadow Minister for public administration, equality, public broadcasting and national investments (1998-2013) and Junior Minister for Women's Rights in the Office of Prime Minister (1996-1998). Dalli holds a PhD in Political Sociology from the University of Nottingham, and lectured in Economic and Political Sociology, Public Policy, and Sociology of Law at the University of Malta.

Author of many articles in international magazines for political science and international affairs, including in: Journal of Democracy (Washington DC, USA), Südosteuropa Mitteilungen (Munich, Germany), Science and Technique of Democracy, (Council of Europe, Strasbourg);
Columnist in former Belgrade daily Naša Borba (1990-1997) and in Montenegrin weekly Monitor (1994-2003).
Guest lecturer in several universities or institutes, including: The Georgetown University, John Hopkins University/SAIS and The US Foreign Service Institute (Washington DC, USA); (Maine, USA) University of Hamburg (Germany); La Sapienzza University, Rome (Italy), etc. Member of international study group of the Aspen Institute that published report/book "Future of the Balkans" (working sessions: Berlin-Sarajevo-Istanbul 1997-98). Testified twice (1998 and 2000) as an expert before Helsinki Commission of the US Congress. Reagan-Fascell Fellow at the National Endowment for Democracy (NED), Washington DC (March-July 2023).
